Communication Covers, was

appointed Consul General for Portugal so long back as May, 1867. I believe that his disinclination to hold office, and his resignation (not accepted) of the appointment, led to the delay which has intervened in his presenting himself to me with his Credentials.

As Mr Remedios is one of the wealthiest and best known Foreign Merchants here, and is moreover, highly thought of as a man of estimable character, there appears to be no objection to his recognition by Her Majesty's Government. There is also no objection to the appointment of Senhor Romans as Vice Consul and I have accordingly, notified the provisional recognition by this Government of both, as respectively, Consul General and Vice Consul, pending further instructions from your Lordship.
