the Portuguese Governor at Macao was about to remove the prohibition which he had issued against Emigration to Peru from Macao.
His Excellency's despatch is really a reply to certain unofficial enquiries of mine as to the course which he proposed following, because, if Emigration to Peru could be regarded by the Macao Authorities as undesirable in the interests of the Emigrant as to call for its complete prohibition for a time, it certainly might be inferred that it was inconvenient and improper to encourage it from this Port.
43. My enquiry was prompted by an application made to me by a Mr. Commanding, Commanding a large Belgian ship the "Frederic" fitted for Coolie Emigration. He asked permission to take in Coolies here for Peru to be engaged under contract to work for Messrs. Valdeavellano and Ipana, reputed to be great Capitalists and land owners in Peru. The contract was to be for eight years, and he expressed his willingness to modify its terms within reasonable limits in such a manner as I might suggest. This he has done, and the terms of the altered contract, a copy of which I enclose, are now $7 per month to be paid weekly in clean Mexicans for the first five years.
