It had been always clearly understood that the legal costs of all proceedings in Hong Kong or elsewhere were to be defrayed by the Macao Government which alone had any interest in protecting the character of its officers, attacked by Mr. ... . Nevertheless on reverting to the various official documents, which I had received from the Governor of Macao, and those which I had transmitted to Your Lordship, I did not find any direct acknowledgment of the liability of the Macao Government to costs, and I thought it prudent therefore to address a special communication on that point to Governor de Sampaio, and now enclose my letter and the Governor's reply.

I consider the latter to be satisfactory, and lose no time in forwarding it, though probably before this can reach Your Lordship H.M's Government will already have taken action in the matter.
