line of Packets, between this place and the Postal Agencies in China connected with this Department on the one side, and Vancouver's Island, Canada, Newfoundland, New Brunswick, Labrador, Mexico, Panama, Central America, (including Honduras, San Salvador, Guatemala, Nicaragua, Costa Rica, and Yucatan,) The West Indies, (British and Foreign) Ecuador, Peru and Chili, on the other, and possibly the Brazils, Venezuela, Guyana and other places on the East coast of South America, might also be served by means of the United States Packets with advantage.

I inclose a tabular statement of the places referred to, showing the rates of postage chargeable upon correspondence for them, when it is sent through the United Kingdom; and I would submit, for His Excellency Sir Richard Graves MacDonnell's consideration, the desirableness of making arrangements, under which correspondence between
