The existing Postal Convention, between this Government and the United States of America provides only for the exchange of mails, by the United States mail Packets, between Hongdong and Yokohama, and San Francisco on the other.
Mails may also now be exchanged between London and Hongdong by these vessels, under an arrangement made by the Honorable H. J. Gardiner Austin, Colonial Secretary, Hongdong.
