The correspondence in question is not considerable in bulk, but I do not think I should on that account refrain from forwarding Mr. M: Mitchell's suggestions.

Whether it be desirable to adopt them partially or otherwise, is a matter which may be left to the decision of Her Majesty's Government, without any recommendation from myself:
