Caused thereby be filled up by the appointment of Mr. Cecil Smith (the Registrar General) as Additional Member of the Legislative Council and Boards.
In accordance with your recommendation, I have the honour to transmit to you Additional Instructions under The Royal Sign Manual and Signet appointing Mr. Cecil Smith to be Member of the Executive Council of the Colony of Hong Kong.
