I by no means suggest that the Registrar General any more than the
Auditor General should be appointed to the Council as such, but simply
particularly that Mr Cecil Smith, as qualified by his experience and
by influence with the Chinese, and by
his abilities should receive the appointment
I consider it fortunate that the Past & Registrar General is at this moment held by a first class officer
as I am thereby enabled, like Mr. Braddell, as I am enabled to make the recommendation, which, if granted, will secure to the Executive the valuable assistance and service of one thoroughly competent to deal with the many and important questions, which affect the 120,000
Chinese during
1861-66.

Numerous and important, which come before the Executive.
W. Smith has already served as Acting Colonial Secretary and, as such, has already proved himself a valuable acquisition to the Executive Council, and therefore I have no hesitation in making this recommendation, which I trust may be favorably received by Your Lordship.
In that case it appears desirable that Mr. Smith should be appointed sufficiently early to take
his seat in Council on his return
from leave of absence about
next August.
