supposing that only a superior class of Chinese were allowed to take part in the drawing some of the least influential might be the gainers.
The good result already obtained from the licensing of gambling can only be continued by having for licensees, persons of great influence amongst Countrymen, and it is the power possessed by this class of men that is of the greatest assistance in the detection of Crime.
Their
own
Neither by lot then, nor by tenders can the Government secure the men they require - Selection means and it is the only feasible one that remains simply to say in what way the choice should be made. The Governor in Executive Council, assisted by the Captain Superintendent of Police and the Registrar General,
the most natural course
seems
and though this is not exactly
of
the Rule which has been hitherto
both cases followed, yet in both making a change; the Registrar General and one or other of the Members of the Executive Council have been consulted.
