I would propose also that in such cases the Governor should join with the Council, the Superintendent of Police, and the Registrar General and allow them a vote in the decision arrived at - as persons capable of bringing valuable information to assist the discussions in which however I would make them feel they had a responsible
part to perform by calling on them both at least to record how they would vote.

I think it very likely from the reports of the Inspectors of the houses that the present Licensees cannot long afford to pay $200,000 for evidently the system now in force is diminishing instead of increasing Gambling, but I doubt whether it be possible to get other parties so able or willing as those who have the Contract now to carry out the Government Regulations, for I must say I think the entire system, whether your Lordship finally approve it or not, is unquestionably well in hand now, and is working smoothly with remarkable success.
