Gentlemen,
I am directed by the Secretary of State to authorize you to comply with the enclosed Requisition from the Surveyor General of Hongkong for 250 cubic yards of Portland Cement for the sea wall in course of construction at Bonham Strand, estimated at an approximate cost of £225.
The Governor requests that it may be conveyed to Hongkong by sailing-ship as early as possible.
