35. It is, however, high time now
to consider whether the second Condition precedent, which I frankly
avow ought
to be insisted on, has been established

"viz.: that no other effective plan for suppressing illicit gaming houses evincing Business perception has yet been devised.

on 7th February positively affirming that application
of the Laws of China in Hongkong have been sufficient to suppress Gambling, by enforcing

what a shame it
was that this Government had not long
