Those rules we have the interpretation of Triday referred to in the Despatch.
It is scarcely wanted practically for the interpretation of Ordinances, and in the English Act for the interpretations of Statutes 13 and 14 Vic: c.21 (which was in force here by virtue of No 9 of 1836 but repealed by No 3 of 1865) no interpretation clause...
Perhaps it may be desirable to furnish this explanation to the Secretary of State before disturbing the present Ordinance. If it were thought necessary to have the same rules of construction as in England, there would have been much stronger ground for acting on the suggestion of the Duke of Buckingham.
