The administration of the Department has already been longgest. As regards himself there is much improved by Your Excellency that I have really nothing very woeful.

The Colonial Secretary doubt that he is often in the intisane position of having little or nothing to do, but at the same time the services of a high-class Official must be available in event of the absence or sickness of the Governor, Colonial Secretary does not succeed if he himself devotes to the administration by virtue of the Charter or of a Commission as Lieutenant.
