At the same time, though I believe it possible to retrench some department I question whether an increase in number and quality of skilled professional workers is not required in other Departments, as, for example, the Survey Department.
9. It would however be scarcely opportune to Your Lordship's enquiry to pursue this subject further here. It is only connected with Your Lordship's despatch far as it is concerned under reply - so far as the Colonial Secretary's Office is concerned.
