teaches us they cannot resist when under colour of the severest penalties; and such a system contains in itself the root of all the crimes which have at different times grown up under the colour of emigration.
It is almost inexpressible to employ native Agents without permitting them to be remunerated in some way by a capitation fee; nevertheless, brushing aside the objection to the principle, if the amount be small, and the emigration be conducted by an agent rendered capable by experience, and determined at all costs to scrutinize, more minutely than can the ordinary officers of the Colony, the relation between the native agents and the emigrants - remembering that it is not actual kidnapping that has to be guarded against so much as erroneous ideas subtly insinuated into the emigrant's mind by the native agent - many abuses perhaps may be prevented; but I am of opinion that such saving would at any rate overbalance the advantage of a guarantee of a return passage, reduce the number of emigrants below that which would be considered satisfactory, much whether the result of preliminary inquiry, indeed, a ship could be despatched.
