which he is prepared to engage Emigrants for the West Indies,
on what-
conditions, and with what plans for
ostensible
collection. If he is of opinion that the services of direct Church Collectors or of those employed individually in the admissible time only of notions, can be dispensed with, then he gives proof of the soundness of
his views the better, but there is so wide a distinction between a populous city district like Canton and this land with its sparse adjacent population that I do not see how similar systems in all
respects can
be adopted, if indeed the
aid
of collectors has in
reality been dispensed with anywhere.
