I believe there would be great difficulty at present and always in procuring Emigrants for the West Indies at this place, without the aid of some machinery to collect them from the Mainland, all which is prohibited by Chinese Law.

The Railway Contractors in California are willing to give passages to labourers from China in Mail Steamers, and I need not say that Emigration to California is with the Chinese very popular.
