The Letter of the Earl of Carnarvon of the 4th October 1866 appears to entitle all civil servants to the same leave for sixteen weeks as they previously had for eight weeks whilst the Rules of No 113 of the regulations distinctly recognizes that an visit England. There are such leave they may suggestions answer two of the objections that of His Excellency's a visit to Europe is not contemplated and as to Public convenience His Excellency says it would be simply impossible to provide a "locum tenens" without giving half my salary to him.
Ordinance No 7 of 1862 § 34 supports this suggestion. By that Law the Summary Jurisdiction Judge is constituted my Deputy for all such purposes as I shall direct and this was the main object in his appointment. Otherwise on an average he has about half a day's work in a week with a yearly salary of £1,500.
I trust His Excellency will on reconsideration feel himself able at least to grant me the leave without the extra month and I should then have about ... days in London. If with the extra month, I shall have nearly six weeks.
