afflication and is ready to grant the lease applied for on half Salary, but finds himself unable to grant vacation leave extended for the purpose of enabling you to visit Europe.

The principle has been laid down for action some time past and lately in the case of Inoue Shaw that, it is not desirable to allow vacation leave which is intended to serve an entirely different object to be used for the purpose of enabling Public officers to proceed to Europe.

The granting of the full amount of vacation leave is moreover in any case entirely dependent on the Public convenience, and it is needless to point out that during the absence of the Judge of the Supreme Court, it would be very difficult to arrange for your obtaining at one time the whole vacation leave allotted to two years, whilst it would simply be impolitic for the Governor to supply your place for a still longer period, if he were unable to offer your locum tenens the half Salary of your office.
