I do not know to what "Marine Lot Purchased by the Military Authorities" Mr Pownall alludes. The property adjoining the foreshore, now occupied by the Ordnance Department, has I believe been in their possession since Hong Kong was first ceded to the British.
The Attorney General, however states very positively (page 1) as follows. "There is not the least doubt that the sea shore between high and low water mark is vested in the Crown.
Now this is the real question to be decided, and as it seems to me, one that should be referred to the legal adviser for the Secretary of State for the Colonies.
