In my dispatch No. 670 of the 12th instant I have the honor to report the Provisional appointment of Mr. Paoensfote as Acting Judge of the Summary Court during the absence on leave of Judge Ball and that I had taken the advice of my Executive Council before making that appointment.
I also have the honor to put you in possession of the result of the reference to my Executive Council (excluding H.E. Paoensfote) and also of the opinions of the members of that body.
