in reference to the Regulations of the Naval Yard Police in England, and also announcing the disallowance of Ordinance 283 1867, establishing, at the request of the Admiral and Commodore here,

In framing that Ordinance,

care was taken to follow as nearly

as

possible English precedent in everything, except as it turned out,

in previously securing the sanction of the English authority by Her Majesty's Government before making the Ordinance. In England the

arrangement was

based on the highest authority,

namely,

an

Act of Parliament.

It may be regretted

though under the circumstances,

it could scarcely have been anticipated.

No inconvenience, however, is

likely to follow, for

ascertaining that the Naval Yard Police might by a side wind eventually claim Pensions from this Colony for services rendered to the Admiralty, I took the precaution of discharging them formally and thereby, severing the nominal connection which to serve the purposes of the Ordinance, had been established between them and this Government, and on
