So far is this from being the case that the evidence enclosed in my despatch No 571, to which the Duke refers, shews that "This Government from the first sternly repudiated all agents and persons coming between it and the actual Licensees, insisting on the latter appearing personally and transacting their business direct with the Government.
7. This policy has, I believe, gradually and completely corrected the odd notions which the Chinese may originally have formed from the conduct of their Government in reference to the objects of this. It has doubtless also greatly diminished. (Salary of Mr. Baldwell who now receives less than one quarter of the amount which he got during the first experimental year of the new system, whilst, as often happens in such cases, his work has been at least doubled owing to the strictness with which this government is now enabled to insist on the Regulations being carried out.
8. In that respect there can be no doubt that Mr. Baldwell does his duty more efficiently and with greater advantage to the Public than any other person whom the Licensees could employ.
