N° 374 relative to the general working of the system under which a few Gambling Houses are licensed with a view to the suppression of the far greater number of irregular and secret haunts, whose existence had formerly proved the prolific source of evils. Some of those evils, as Larceny amongst servants, I had shown to be many times diminished, and others to be wholly put down, as corruption of the Police by the Keepers of illegal gaming houses.

In the course of my explanations on those subjects, I had mentioned surprise at finding that the Licensees, whom I supposed to be heavy losers by the speculation, were nevertheless paying to Mr. Baldwell so large a Salary, $20,000 per annum, for superintending certain details of their business, more especially their relations with the Foreign Community and the Government.

His Grace was anxious, under the circumstances, that I should sever the Government from the agency of Mr. Baldwell, and I am sorry that my apparently insufficient report should have induced His Grace to suppose that the Government had any connection whatever with Mr. Baldwell in the matter, that he was so concerned therein as to be their Agent, or at all under the power or control of the Executive.
