The number of Hydrants set up at present for delivery of water to the Public is palpably insufficient.

As a consequence considerable numbers of the native population crowd round the existing Hydrants and much confusion, noise and quarrelling, of a disreputable character is the invariable result.

As the supply of water will be largely increased when the works at Pokfulam are completed, means will then be afforded of multiplying the places for distribution of that supply and there is obviously no immediate action adequate for correcting abuses which attend limited access of the Public to the water.

I would, therefore, be glad to have the within requisition complied with in time to erect the new Hydrants early in October next. If the supply of water admits it I hope to have ten other Hydrants erected next year in some other way in which the public health and convenience can be so cheaply and effectively promoted.
