The changes in the Fire Brigade Department were consequent on the passing of Ordinance No 4 of 1868, which has since received Her Majesty's gracious confirmation.

As usual the returns themselves supply to a great extent all needful information, but in respect to Schedule 3 I have to state that circumstances having rendered highly expedient the appointment of a Luncheon allowance to the office of Cruiser, a small increase of Salary with allowance for chair hire became indispensable.
Under the 5th Schedule having reference to the creation of New Offices, I have also to point out that the appointments in question were necessitated by the repeated complaints made to me of the inconvenience caused by the delay in issuing clearance papers to the Chinese small craft. Complaints for which it would have been impossible to leave even any excuse if they had less foundation than they had in fact.
