Sir,

Honourable Chamber of Commerce,

10th February, 18..

The Chamber of Commerce has been pressed to bring the subject of the Exactions made upon Opium when leaving this Colony, before the notice of His Excellency Sir Richard Graves MacDonnell, K.C.B., and although feeling that the matter is a delicate one to deal with, the conditions imposed upon the article being so totally different from those prescribed by the Treaty between Great Britain and China,

The Honble J. Gardiner Austin, Colonial Secretary, Hong Kong.
