I repeat my acknowledgment of the zeal and ability with which you discharge your duties. But China is not a place in which it is possible to allow the interests of this Country to be jeopardized by a want of cooperation between Her Majesty's Officers. And for the reasons which I have stated, I hold you to a slight degree responsible for the want of Cooperation which at present exists. For this, I think it my duty to apprize you.

It will readily occur to you that by the continuance of the present state of things, the general interests of this Country are exposed to dangers for which any degree of success in any departmental controversy could possibly compensate.
