some sort of inquiry

The Attorney General should report what proceedings it is possible for this Government to take

The matter whether at the instance of this Government and by officers of the Colony is properly within any power to inflict penalties, or whether the Italian Consul alone can take the matter.

In any case I consider that immediate inquiry is necessary or some steps should be taken to detain witnesses
