The question of the expediency of constructing Telegraph round the Island of Hong Kong was first mooted in February last, and it has subsequently been decided that the work shall be carried out. It is proposed to lay the wire on the following roads:

- Central Police Station to Sullewan

- Sullewvan to Stanley

- Stanley to Aberdeen

- Aberdeen to Pokfulam

- Pokfulam to the Gap

- The Gap to Victoria Peak

- The Gap to Central Police Station

Total - 24½ miles.

By this arrangement, a round system of communication will be established and in the event of the wires being cut or communication stopped on one side of the Island, it will be possible to telegraph the other way.

The instruments to be used will probably be Wheatstone's or some other late patent of equally simple construction. As it is proposed that the Telegraph shall be worked by the Police, it is considered that the simplest instruments and those least likely to get out of order should be supplied. The approximate cost of the Telegraph laid complete is $7000, provision for which expenditure will be made in the Supplementary Estimates.
