Admiral Sir Henry Keppel addressed

flag.

The notes having been

intended as private

communications I could not forward them

as a

public despatch and such

as

they

are I have

had slight hesitation

sending them confidentially,

because I could not ask Vice Admiral

Keppel's assent to my using

them

as

he is at Canton at present, and I have only just found the notes.

They explain, however, strikingly

the inconvenience which

injudicious

hoisting of the Japanese flag occasioned,

as

well

as

the

manner

in which

attention was

called to the subject.

On the whole, therefore, I think it as

well that More Grace should

see them.
