I hope by next Mail to transmit intelligence of a satisfactory character so far as the temporary Suppression of anything like the recent outrageous facts of the Customs Privateers, but till some thorough understanding can be arrived at, and adhered to, as to the privileges conceded to legal trade in native bottoms from this place, and till an end can be put to the issue of hostile Proclamations by mere Departments of the adjoining Provincial Government, there can be no real security for Commerce, and there can be some of that abiding confidence by which commerce is best nurtured and tempted to extend itself.
