Gentlemen,
I am directed by the Secretary of State to authorize you to comply with the enclosed Requisition from the Governor of Hongkong for 200 barrels of Portland Cement required for the masonry work at the Pokfulam Reservoir.
The Governor requests that the Cement may be forwarded to Hongkong by sailing ship with as little delay as practicable.
