the display of any special Flag might have led to much inconvenience, as it has been acknowledged by the Men of War in Barber's Bay by the shore battery, His Excellency has felt it necessary to instruct the Major General Commanding to take such measures that hereafter attention be paid to

any special Flag hoisted by Steamers of the Messageries line till the reason of its display be first ascertained.
