I have laid before the Governor your letter of the 4th Instant explaining why the Japanese Flag at the main was hoisted at French Steamer "Hooghly" when she recently entered this harbour. I am desired by His Excellency to state in reply that as the "Hooghly" was known to be commanded by an officer of the French Steam and Monsieur St. du Cherne, Consul for France.
