I have the honor to bring before the notice of His Excellency The Governor the great obstruction to the arrest of criminals and the prevention of crime, that is caused by the necessity of communicating with the Mandarins in the immediate vicinity of this Colony through the medium of H. B. M's Consul at Canton and the Vice Roy of that City.
