We are of opinion that steps should be taken to carry out the views expressed by Mr Corsul Robertson and which were advocated in some of the Memorials on the Revision of the Treaty. We trust the question will be approached in a spirit of fairness, and with no other object, than that of gaining freedom to trade to flow in the channels natural to it; whilst at the same time, such safeguards as may appear from time to time to be necessary to protect the Chinese revenue from fraud during the process of transhipment.
