In compliance with Your Grace's instructions, I have the honor to submit the accompanying Return for the past year, and beg to draw Your Graces special attention to the evidence thereby afforded of the beneficial effect of the surveillance now maintained over the class of Servants by the Licensing of the Police regulations. – It is impossible not to ascribe to those Regulations a large share in the reduction of such Larceny Cases from 86, 75, and 87 in the last quarters respectively of 1855, 1866, and 1867 to 17 cases in 1868.
