Mr Forth wrote a private letter to me and I told him in Answer that if he wished to make an appeal, he should do so officially; but I said that I thought it fair to him to add that from what I saw in the papers, I should think it very doubtful whether the decision, which had been fully considered by Sir F. Rogers, was likely to be changed.
I made that remark in consequence of Sir F. Rogers' minute 8941 and W. Cox's minute 9639, on which minute his Grace recorded his decision. This
