3. My request to the Governor to certify to the Secretary of State that during the whole of my services I had, whilst in China - since 1887 - at any time availed myself of the indulgence of the two months' vacation leave upon full pay accorded to the Civil servants at Hongkong yearly.
4. The Secretary of Hongkong's reply to the above, informing me that the Governor had communicated with the Secretary of State. Some reference to my proposed application for an extension of the leave already granted to the 15th December next.
In drawing attention to the above documents - showing that in eleven years and upwards of tenure of office as Auditor of Hongkong, I had not obtained, at any time, the two months' vacation leave on full pay accorded usually to the Officers of the Civil Service in that Colony. I wish also to place before the Secretary of State that during the thirty-two years I have held office in the Colonies - fifteen years in Tasmania, and now eleven years in China - I have only been relieved for 7 years from my duties, inclusive of my present leave of absence, terminating in December next.
