With reference to your letter of the 31st January last, with its enclosed despatch from the Government of Hong Kong, in which reference was made to the delay alleged to have occurred in supplying powder from the Artillery Barracks for the purpose of saluting, I am directed by Secretary Sir John Pakington to transmit to you, for the information of the Duke of Buckingham and the accompanying copy.
