The fourth article goes day that as regards imports & Exports no higher duties shall be applied to British than to any other produce-
My Lords are of opinion that as a special stipulation is made on this point it is fairly to be argued that import exports are not to be considered falling within the operation of the general provision of Treaties Article III, but as cannot be construed in the same close manner as Act of Parliament, My Lords concur with Lord Stanley in thinking that the opinion of The Queen's Advocate should be taken on the subject
