I am told that sometimes they are discharged from their previous Ship with upwards of £50. Wages, that they are allowed to remain and every encouragement given to spend their money and then they are sent home as distressed Seamen,

and although I am compelled to carry them as such, yet I do not see why Seamen should be always selected by the Authorities at Hong Kong as a convenience to get rid of a burden, and I would respectfully urge that other Companies and especially Sailing Ships
