tained an express exception of seamen, and the then United States Government would not tolerate an allusion to the subject. Now that objection is removed; but it is to be considered whether we should not endeavour to make a much wider arrangement than any which can be made under the Foreign Deserters Act. This is the subject of a separate memorandum.
