Contrary to the provisions of the Treaty of Nanking, or to usage under our own Customs laws.

On this latter point I am to observe that it should be borne in mind that the Customs laws of this Country, however enforced, are very severe and stringent and give powers for stopping and seizing vessels suspected of contraband trade, not only within the three mile limit, but at a very great distance from English waters.
