Establishment of Harbour Defence Corps.
The Admiralty not being prepared, as you have already been informed, to sanction the resumption made by you of the Ordinance sanctioned by me, I have accordingly advised my disallowance of it.
I leave, however, any inconvenience that may arise from the disallowance to be dealt with by you.
In explanation, I have just learned that it is to be attributed to Sir St. Keppel.
I have now conveyed to you the disallowance of the Admiralty dated 20th February 1869.
What will you practically do in the naval defence?
I trust that no action has been taken by you to give effect to its provisions.
