with the advice of the Privy Council did

Order and direct that

all persons in holy orders

of

the United Church of England and Ireland being within the Dominions

of the Emperor of China, or being in any ship or vessel at a distance of

not more than 100 Miles

from the Coast

of China shall be

subject to the authority & jurisdiction of

the See

of

Victoria

and to the Bishop thereof in the same manner

as if they were resident within the Island of Hong Kong

And Whereas it was found that owing to the great distance

of the Northern parts of the dominions of the Emperor of China from Victoria

the said Bishop

of Victoria

was unable to exercise

efficient
