As Chairman of a Meeting recently held in the City of London for the proposed off considering the condition of the Colony of Hong Kong and convened and attended by a large number of Merchants and others interested in that Colony, I have been requested to project from your interviews for the purpose of laying before you certain facts connected with the present position of the Colony which are of very grave and serious import.

The circumstances to which I refer have given rise to so much apprehension and dissatisfaction. In consequence, an Association has been formed in Hong Kong under the title of "The Hong Kong Association" for promoting the interests of the Colony, and a Petition has been drawn up for presentation to the House of Commons representing the grievances under which the Colony is suffering.

A copy of that petition accompanies this letter, and my object in addressing you is to draw your attention to the circumstances detailed in the Petition, which are more fully detailed therein, in order to put your Grace in possession of the views entertained by "The principal persons interested in the project". The main grievance of which the Petitioners complain and which they submit to your Grace is the imposition for a period of years of a contribution towards the Establishments for Military defence in China upon the Colony.
