Acknowledging receipt of your letter 99. inst & its Enclosure. I beg to annex copy of my letter of 3rd inst to the Crown Agent for the Colonies relative to the complaint of the Auditor General of Hong Kong referred to by you.

I beg also to Enclose specimen sheets of other Foolscap & Blotting Papers objected to by the Auditor General.

The Foolscap is the best of its kind, most durable that is manufactured, & is in great demand devoted to the most important Despatches & Papers of the Colonial & Foreign offices.

The Blotting Paper is of the quality & description that supplied for the use of the Duke of Brettingham, the Three Lords & Commons.

It is not laid Blotting Paper. Complaint is made that it is worn, as stated in the report.

There are technical terms which are not generally understood, such as "laid" blotting paper.
